Doris is the mayor, and one of her relatives is the police chief. Something Dinah did caused Frank to lose his job. I can't remember what it was, exactly. She did it so Mallet could be chief, but Mallet stepped down and Chief Wolfe was the replacement.
Didn't Dinah pay some lady to meet Frank and seem interested in him (I can't remember how that part came together). Frank asked her out and then she filed harrassment charges against him. Frank lost his job as chief and Mallet took over. I don't remember all the details but it was something like that.
